The 15th Amendment to the Constitution, proposed 2/26/1869 and ratified 2/3/1870.


It did not say that blacks must be ALLOWED to vote. The States were free to set their own rules. Rules that tried to limit voting by blacks were struck down by the Supreme Court, federal and State laws and the 24th Amendment which outlawed poll taxes in Federal or State elections.

Reply:The 15th amendment to the constitution said states can not deny people the right to vote because of race if they met other qualifications. However in southern sates most African Americans were prevented from voting until the Federal government enforced this with the Voting Rights Act of 1965.

Reply:Formally it was the 14th and 15th amendments to the US Constitution. Informally it was the Emancipation Proclamation.





The 3/5 compromise was actually to count black people for Southern congressional representation.

Reply:Person nailed it first. It was a constitutional amendment. I don't recall what #, but I'll assume he got it right. Either way, it was a consitutional amendment that gave blacks (or at least black males) the vote. Black women had to wait until 1920, when women finally got the franchise, again, via a constitutional amednment!

Reply:dumbass the 3/5's rule was during pre civil war times where the south wanted more representation in congress so they agreed to let their slaves count for 3/5's of a person toward population representation. Know what you are answering before you answer.
